  1. Synopsis:
  2.    $pad(<length> <char> <text>)
  3.  
  4. Technical:
  5.    This function pads the end of <text> with <char> until it is <length>
  6.    characters long. If <text> is longer than <length>, nothing is done.
  7.  
  8. Practical:
  9.    This function is especially useful for forcing strings to a minimum
  10.    length, possibly for a script that hooks and displays a /names reply.
  11.  
  12. Returns:
  13.    <text> padded with a number of <char>s until it's length is <length>
  14.  
  15. Examples:
  16.    $pad(8 ! test)                       returns "test!!!!!"
